Gujarat govt set to overhaul Alang & Sosiya ship-breaking yards to meet HKC standards

The Government of Gujarat, India has received the Official Development Assistance (ODA) Loan from Japan International Cooperation Agency (JICA) towards the cost of “Project for Upgradation of Environmental Management for Ship Recycling in Alang and Sosiya in Gujarat” (“the Project”) with the objective of improving the Ship recycling yards in accordance with the Ship Breaking Code-2013 and also future requirements of Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships, 2009 (HKC).

The Project is required not simply for the physical improvement of the yards of ship recycling, but also for the improvement of the entire recycling process in order to further minimize environmental impact as well as to enhance labor safety. Improvement of ship recycling measures are required to respond the global demand for more environmentally sound and more safer ship recycling.

The GMB will be the employer of this Project Management Consulting services and the duration is estimated for 68 months; starting on August 1, 2018 tentatively and ending on March 31, 2024. The consultant shall be procured as a part of the yen loan project according to the procedure stipulated under the JICA operation rules for employment of consultant. 1. The broad Terms of Reference of consulting services shall but not limited to following: a. Ship recycling yards Upgrading (providing impervious flooring in the plots) along with barge docking jetty. b. Improvement of environment facilities of Treatment Storage and Disposal Facility (TSDF) (Augmentation of existing incinerator, providing bailers, ETP and providing new oil recovery/re-processing system etc.). c. Procurement of vessels for environmentally sound ship recycling process (Off-Shore Tank Cleaning Barges for decontamination of oil tankers and Multi-Response Vessel) including necessary certifications/licenses from respective authorities. d. Procumbent of equipment for efficient Ship Recycling Process (Mobile decontamination system for cleaning bunker fuels, oily waste from beached ships and Large Crawlier Cranes to replaces/lower/shifting large cut plates/machineries while dismantling the ships to avoid direct impacts on floors as well as beach cleaning machines) e. Environmental Activities (General services related amendment in EC/EMP).
